Rovac is not so much a country as the space between countries. Opportunistic banditry is rife, particularly in Southern Rovac: even Northern Rovac, though slightly more stable in recent years, is by no means immune. Nominally owned by Durholme and allegedly subject to Durholme law, in point of fact Rovac is widely considered to be more of a welcome buffer between the Palatinate and the rest of Alvaron. Neither Durholme itself nor the wider Palatinate Guard have the forces that would be necessary to keep peace in Rovac, and so lawlessness prevails on a wide scale, with each village that can enforcing its own laws on a hyper-local level.
